New Mexico has a rocky gaming background. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the Indian casino craze. Politics guaranteed that would not be the case.
The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to discuss a contract with New Mexico Native tribes. When the task force arrived at an accord with 2 prominent local tribes a year later, Governor King refused to sign the agreement. He held up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it seemed that Native betting in New Mexico was now a certainty. But when Governor Gary Johnson passed the contract with the Amerindian tribes, anti-wagering forces were able to hold the contract up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, therefore denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It took the CNA, signed by the New Mexico government, to get the process moving on a full compact amongst the State of New Mexico and its Amerindian tribes. A decade had been burned for gambling in New Mexico, which includes American Indian casino Bingo.
The not for profit Bingo industry has grown since 1999. That year, New Mexico charity game providers brought in just $3,048. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Non-profit Bingo earnings have grown constantly since that time. 2005 saw the largest year, with $1,233,289 earned by the providers.
Bingo is certainly popular in New Mexico. All sorts of operators look for a bit of the pie. Hopefully, the politicians are through batting around gaming as an important factor like they did in the 1990’s. That is probably hopeful thinking.
