New Mexico has a stormy gaming past. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King assembled a task force in 1990 to draft a contract with New Mexico Amerindian tribes. When the panel came to an agreement with 2 big local bands a year later, Governor King refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian wagering in New Mexico was now a certainty. But when Governor Gary Johnson passed the contract with the American Indian bands, anti-gambling groups were able to tie the contract up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, thus costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico legislature, to get the process moving on a full contract between the Government of New Mexico and its Amerindian bands. A decade had been burned for gambling in New Mexico, including Amerindian casino Bingo.
The nonprofit Bingo industry has grown since Nineteen Ninety-Nine. That year, New Mexico charity game providers acquired only $3,048. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Not for profit Bingo earnings have grown constantly since that time. 2005 witnessed the biggest year, with $1,233,289 grossed by the providers.
Bingo is categorically popular in New Mexico. All types of providers look for a piece of the action. With hope, the politicos are done batting around gambling as an important matter like they did in the 90’s. That is probably hopeful thinking.
